National President
Michael D. Dye, CW5 (RET), USA

CW5 (Ret) Michael Dye is the National President of the United States Army Warrant Officers Association (USAWOA) and as such, serves as the principal executive officer of the Association. His primary duty is to supervise and control the business affairs of the Association. He also serves as the Chairperson of the National Board of Directors, National Board of Directors Executive Committee, Council of Presidents and the Annual Meeting of the Members.

Prior to accepting his current position in October of 2022, he served as the USAWOA National Secretary. He is a Life Member of the USAWOA with over 25 years of active-duty service as an Army Warrant Officer.

Additionally, CW5 (Ret) Dye serves as a Command Chief Warrant Officer (CCWO) for a Military Intelligence Brigade at Fort Meade, Maryland where he is responsible for Warrant Officer readiness, training, leader development and talent management for more than 125 Warrant Officers assigned to more than 40 locations around the world.

He is a graduate of Excelsior College with a Bachelor’s Degree in General Studies. He is married to Amy, herself a retired Warrant Officer, and they have two children, Rachel and Aaron. His oldest daughter, Ashley also served in the US Navy and along with her husband Tyler, are the proud parents of his two grandchildren, Liam and Eliana.

National Vice President
CW5 (Ret) Kevin Boughton

CW5 (Ret) Kevin Boughton is the National Vice President of the United States Army Warrant Officers Association (USAWOA). He is a life member of the Veterans of Foreign Wars, USAWOA, and Military Intelligence Corps Association (MICA). He also volunteers with the American Foundation for Suicide Prevention as a policy advocate. He retired from the Army in February of 2023 with more than 34 years of service. His final assignment was as the Senior Technical Advisor for Signals Intelligence, Office of the Deputy Chief of Staff G-2, Pentagon, Washington DC. His other notable assignment’s include service as the Command Chief Warrant Officer for the U.S. Army Intelligence and Security Command (INSCOM) Fort Belvoir, VA; Chief of the Military Intelligence Warrant Officer Training Branch, 111th Military Intelligence Brigade, Fort Huachuca, AZ; Technical Director, Signals Intelligence Requirements and Operations Branch, Headquarters, United States Special Operations Command, MacDill Air Force Base, FL; SIGINT Senior Technical Advisor, J2, Joint Special Operations Command, Fort Bragg, NC; Army Europe Technical Control & Analysis Chief, 66th Military Intelligence Brigade, Darmstadt, Germany; and the SIGINT Officer-in-Charge, 3d Special Forces Group (Airborne), Fort Bragg, NC. He is a 2012 graduate of the Warrant Officer Senior Staff College, Fort Rucker, Alabama. He holds a Bachelor of Science Degree in Military Leadership and an Associate Degree in Administrative Management from Excelsior University, Albany, NY. He deployed numerous times to Afghanistan (4), Iraq (3), and Africa (1) in support of Operations Enduring Freedom, Iraqi Freedom, and the Global War on Terrorism. He has been happily married to Lisa for 37 Years. They have two sons Nicholas, MAJ (PA-C, U.S. Army), his wife Chelsea, & grandsons, Patrick and Henry of Hawaii, and Alexander, his wife Brianna, & granddaughter Autumn of Minnesota.

National Secretary
CW4 Blake Johnson

CW4 Blake Johnson is the National Secretary of the United States Army Warrant Officers Association (USAWOA). He is currently assigned to the National Guard Bureau in Arlington, Virginia where he serves as Chief of Issuances, leading the Executive Secretariat Issuances Branch. In this role, he manages policy development and publication processes, ensuring alignment with Department of Defense regulations. 

A USAWOA Life Member since 2018 and recipient of the Honorable Order of the Eagle Rising Bronze Award, CW4 Johnson has served in various leadership roles withing the Arlington Hall Minuteman "Silver" Chapter, including President, Vice President, and Secretary. He is also a dedicated advocate for Warrant Officer professional development and has implemented initiatives to strengthen collaboration across all Army COMPOS.

National Treasurer and Budget Committee Chair
CW3 Mathew "Matt" Tolbert

CW3 Mathew "Matt" Tolbert is the National Treasurer of the United States Army Warrant Officers Association (USAWOA). Prior to accepting his current position in July of 2025, he served as the Chapter President of the Terrapin Chapter USAWOA which he and his fellow Warrant Officers re-constituted. CW3 Tolbert is an active-duty U.S. Army Warrant Officer with 22 years active-duty experience and 10 years as an Army Warrant Officer. He serves as an analyst technician within the Department of Defense. He is a graduate of Angelo State University with a Master's in Security Studies. He is married to Ashley, herself an Army veteran, and they have three children, Andrew, Alexander, and Amelia.
