National President
Joachim J. Consiglio, CW5, USA Ret

Chief Warrant Officer Five Joachim “Joe” Consiglio, US Army Retired, joined the staff of the United States Army Warrant Officers Association (USAWOA), where he serves as the National President, after completing 32 years of uniformed service in a variety of positions primary in logistics and supply chain management. He is a life member of USAWOA.

His emphasis is on recruiting and retaining membership, strengthening our association’s already significant impact within The Military Coalition (TMC), and fostering a growing sense of community throughout our Regions.

Prior to accepting his current position in October of 2018, he served USAWOA as National Vice President, National Social Media Outreach Committee Chairman, Senior Warrant Officer on the Military Officer Association of America (MOAA) President’s Advisory Council, European Region Director, South of the Alps Chapter President, and other Chapter level positions.

He is a graduate of Trident University International with a Master of Business Administration, Excelsior College with a Bachelor of Business Administration (cum laude), and Northern Virginia Community College with an Associate of General Studies.

Mr. Consiglio is married to the former Deborah Williams of Fort Worth, Texas, they have four children and two Grandson.

National Treasurer and Budget Committee Chair
CW4 Louise Lingenfelser, USA

CW4 Louise C. Lingenfelser became a member of the United States Army Warrant Officer Association (USAWOA) November 2010.

CW4 Lingenfelser accepted the appointment as the Keystone Silver Chapter Warrant Officer Association, Secretary from January 2014 – December 2018. After completing her time as Keystone Silver Chapter Secretary, she was awarded the Honorable Order of the Eagle Rising Bronze Award from the USAWOA.

CW4 Lingenfelser was nominated as the Keystone Silver Chapter Warrant Officer Association, President from January 2019 – Present.

In 2019 CW4 Lingenfelser became a life member to multiple organizations; Association of Quartermasters, National Guard Association of the United States; and 1918 Society of the United States Army Warrant Officer Association.

CW4 Lingenfelser accepted appointment as the United States Army Warrant Officer Association, National Treasurer from April 2020 - Present.

CW4 Lingenfelser is a graduate of Duquesne University with a Master’s Degree in Leadership and Business Ethics (with honors through Golden Key International Honour Society), and Slippery Rock University with a Bachelor’s Degree in Psychology.

December 2020, CW4 Lingenfelser became a life member of the United States Army Warrant Officer Association.

Executive Director
John R. “Jack” Du Teil, CW4 Ret

CW4 (Ret) Jack Du Teil is the Executive Director of the United States Army Warrant Officers Association (USAWOA). As such, he is the full-time administrative director of the Association and its National Headquarters Staff. His primary duty is to perform day-to-day conduct of the official business of the Association, on behalf of the elected national leadership of the USAWOA.

CW4 (Ret) Du Teil serves as the USAWOA’s principal point of contact with representatives of the Department of the Army, Department of Defense (DoD), United States Congress and the White House. He additionally represents the USAWOA in all functions of The Military Coalition (TMC), where he serves as its recently reelected President, and Co-Chair of its Personnel Committee. He also serves on the Department of Defense Uniform Formulary Beneficiary Advisory Panel. Additionally, CW4 (Ret) Du Teil serves as Senior Editor of the USAWOA Newsliner, the monthly magazine of the USAWOA, and as an ex-officio member on all established USAWOA national committees.

He previously served the USAWOA as National Treasurer, Chapter President, Chapter Vice President, and Chapter Secretary. He is a Life Member of the USAWOA and many other associations in The Military Coalition. He also serves as Vice President of the Jack B. Sacks Foundation, a charitable foundation, founded in the District of Columbia; and on the board of directors of the Warrant Officer Historical Foundation.

Mr. Du Teil retired from the United States Army in 2012, with 26 years of active federal service. His last assignment was as Chief Administrator of the Office of the Chief Counsel, National Guard Bureau. He was decorated 27 times in his career (three times in combat), his highest award being the Legion of Merit. He is a graduate of Columbia Union College, with a Bachelor’s Degree in Business Administration. He is married to Karen, and together they are the proud parents of Michelle.
