"I seek election as President of the United States Army Warrant Officers Association (USAWOA)." I offer more than two decades of service to the United States Army and the Warrant Officer Cohort, grounded in disciplined leadership, strategic perspective, and an enduring commitment to Soldiers, families, and fellow Warrant Officers. My assignments have spanned tactical formations and the Pentagon, including service as Assistant Executive Officer to the Vice Chief of Staff of the Army and, currently, to the Chief of Staff of the Army.

My background includes service as a Warrant Officer Personnel Policy Integrator within the Army G-1, as well as multiple assignments as a Senior Human Resources Warrant Officer and Strength Manager at both installation and deployed levels. Four combat deployments, totaling more than thirty-nine months in Iraq and Afghanistan, strengthened my understanding of the demands placed on Soldiers, leaders, and families. Service as an instructor at the Adjutant General School and earlier as a Drill Sergeant further reflects a career dedicated to standards, mentorship, and leader development.

My record of service includes recognition through the Bronze Star Medal, the Defense Meritorious Service Medal, and multiple Meritorious Service Medals, combined with advanced military education including Warrant Officer Senior Service Education and specialized HR training.

"I seek election as the President of the United States Army Warrant Officers Association (USAWOA)." I am a Pennsylvania Army National Guard member, currently working out of the National Guard Bureau in Arlington, VA, as the ARNG-G1 HRR Warrant Officer accessions section chief.

Two years after becoming a Warrant Officer, I became a member of the USAWOA in November 2010, transitioning to a lifetime member in December 2019. From January 2014 to December 2018, I was the Keystone Silver Chapter's secretary and was awarded the USAWOA Honorable Order of the Eagle Rising (HOER), bronze level. I served as Keystone Silver Chapter president from January 2019 – September 2022; in 2020 our chapter received the USAWOA Community Service Affairs award, and in 2021 the Northeastern Region received the USAWOA Outstanding Region streamer.

I continued to serve as a chapter president and accepted appointment as USAWOA National Treasurer, April 2020 – September 2022, and was awarded the USAWOA CW4 Albert M. Holcombe Memorial Award as 2021 Warrant Officer of the Year. I served as USAWOA National Vice President from October 2022 – April 2025.

For ten years I served as a federal technician in the Directorate of Logistics (DOL) – G4 as the Pennsylvania National Guard Food Service Program Manager, and for the seven most recent years I worked for the Homeland Response Force (HRF) as budget officer in charge, directly supporting the J3 as J38 Budget Analyst.

In closing, if elected as national president, I will do everything in my ability to support the USAWOA, its members, and the cohort, to continue traditions and ensure the success of USAWOA long into the future.

My journey as a Warrant Officer began in 2008, and since transitioning to Title 10 National Guard Bureau (NGB) status in 2009, I have been deeply committed to our cohort and the U.S. Army. Locally, I served as Secretary for the Arlington Hall Minuteman Silver Chapter. Nationally, I have served on the USAWOA National Executive Scholarship Committee since 2014.

My 30-year career has been a continuous pursuit of knowledge and service. I hold a Ph.D. in Organizational Leadership and Development, a Master's Degree in Strategic Intelligence, and four Bachelor's Degrees, along with credentials including Senior Professional in Human Resources (PHR), SHRM-Certified Professional (SHRM-CP), Master Resiliency Trainer, and Resilience Building Leader Trainer.

My assignments include Executive Administrative Superintendent for the Chief of the National Guard Bureau, NGB Liaison at Human Resources Command, and a deployment to Afghanistan. In my current role as ARNG Senior Warrant Officer Advisor for the Soldier Support Institute and Instructor/Developer for the Human Resources Qualification Course, I operate at the forefront of Army Human Resources transformation, including the Army National Guard's transition to IPPS-A. I have authored multiple articles for the USAWOA Newsliner and presented at three Global Special Forces symposiums.

I seek election as the Vice President of the United States Army Warrant Officers Association (USAWOA). I am Chief Warrant Officer Five Eureka S. Price, an active-duty Human Resources Technician (420A) currently serving as a Policy Integrator for Headquarters, Department of the Army, G1 (HQDA, G1). With 28 years of service and experience, I have led in environments that demanded strategic thinking, sound judgment, and the ability to develop people at every level.

USAWOA is the only military service organization entirely devoted to the welfare of Army Warrant Officers, currently serving, former, and retired, along with their families. At HQDA, G1, I serve as a direct contributor to Army-wide policy affecting uniform standards, promotions, personnel readiness, and talent management.

Outside the office, I serve on an Executive Council as the Senior Vice President of the Adjutant General's Corps Regimental Association (AGCRA), Potomac Chapter, providing strategic oversight and operational support to a functioning nonprofit, leading annual reviews of the charter and bylaws, and assuming full presidential responsibilities in the President's absence.

"I seek election as the Secretary of the United States Army Warrant Officers Association (USAWOA)." I am Chief Warrant Officer Four Alexander Pinckney, an active-duty Human Resources Technician (420A) currently serving at the Department of the Army level as an Inspector General. My professional background has centered on personnel accountability, policy management, inspections, organizational oversight, and executive administration.

As the Vice President of Membership for the Adjutant General's Corps Regimental Association (AGCRA), I oversee membership management operations impacting chapters and members across the Army. My educational background includes a Master of Human Resource Management and a Master of Management and Leadership.

I believe one of the greatest strengths I would bring to the office of Secretary is my ability to modernize and streamline administrative processes while maintaining accountability and professionalism.
